PART ONE

Initial Provisions

Objective

ARTICLE 1- (1) The purpose of this Bylaw is to regulate the procedures and principles regarding the aims, fields of activity, governing bodies, duties of the governing bodies, and working style of Dokuz Eylül University Izmir Province Strategic Planning, Governance, Research and Application Centre.

Scope

ARTICLE 2- (1) This Bylaw covers the provisions regarding the aims, fields of activity, governing bodies, duties of the governing bodies and working style of Dokuz Eylül University Izmir Province Strategic Planning, Governance, Research and Application Centre.

Basis

ARTICLE 3- (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.

Definitions

ARTICLE 4- (1) In this Regulation

a) Advisory Board: The Advisory Board of the Centre,

b) Centre: Dokuz Eylül University Izmir Province Strategic Planning, Governance, Research and Application Centre,

c) Director: The Director of the Centre,

ç) Rector: The Rector of Dokuz Eylül University,

d) Senate: The Senate of Dokuz Eylül University,

e) University: Dokuz Eylül University,

f) Board of Directors The Board of Directors of the Centre,

refers to.

PART TWO

Aims and Fields of Activity of the Centre

Aims of the Centre

ARTICLE 5- (1) The aims of the Centre are as follows:

a) To carry out activities that will provide social benefit with a focus on Izmir.

b) To identify the problems and priorities of Izmir, and to carry out studies aiming at cooperation with stakeholders in the creation of a common thinking and approach in line with these determinations.

c) To develop governance-based approaches in addressing social, economic and environmental issues and needs on a regional and local scale.

ç) To cooperate with responsible public and private legal entities and real persons in order to achieve the goals and objectives set out in development plans.

d) To bring these facts to the attention of the public through activities to be organised on social facts that need to be raised awareness.

e) To create social awareness on disasters.

Areas of activity of the Centre

ARTICLE 6- (1) The fields of activity of the Centre are as follows:

a) To carry out national and international project studies, to cooperate and to evaluate and meet the requests from public and private institutions and organisations in this direction.

b) To carry out all kinds of training, research, examination and publication activities in the field of interest of the Centre and to cooperate in these matters.

c) To carry out activities such as seminars, conferences and panels covering disadvantaged groups in order to raise social awareness.

ç) To support academic staff and students who will conduct research and practice at the University, to improve the existing research, practice and education infrastructure.

d) To bring thesis studies together with the society in order to increase the added value of graduate theses completed at the University.

e) To carry out other activities in accordance with the purpose of the establishment of the Centre.

PART THREE

Governing Bodies and Duties of the Centre

Governing bodies of the Centre

ARTICLE 7- (1) The governing bodies of the Centre are as follows:

a) Director.

b) Board of Directors.

c) Advisory Board.

Manager and assistant managers

ARTICLE 8- (1) The Director is appointed by the Rector for three years from among the tenured faculty members of the University who have studies related to the fields of activity of the Centre. The Director whose term expires may be reappointed. In case the Director is absent from his/her duty for more than six months, his/her duty ends.

(2) In order to assist the Director in his/her work, the Rector may appoint a maximum of two persons from among the academic staff of the University as deputy directors. When the Director is absent from his/her duty, one of the deputy directors shall deputise the Director. The term of office of the deputy directors is maximum three years. When the duty of the director ends, the duty of the deputy directors also ends.

Duties of the director and deputy directors

ARTICLE 9- (1) The duties of the Director are as follows:

a) To represent the Centre.

b) To implement the decisions of the Board of Directors.

c) To carry out the administrative and financial affairs of the Centre.

ç) To supervise the activities of the Centre and to inform the Board of Directors in this regard.

d) To prepare the annual activity report of the Centre and its programme for the following year and submit it to the Rector after receiving the opinion of the Board of Directors.

(2) The duties of the assistant directors are as follows

a) Representing the Centre when deputised, carrying out the secretariat of the meetings of the Board of Directors and the affairs of the Centre under the supervision and control of the Director.

b) To assist the Director in the preparation and implementation of the Centre’s short, medium and long term objectives and strategic plan.

Board of Directors

ARTICLE 10- (1) The Board of Directors consists of a total of seven members under the chairmanship of the Director, a deputy director determined by the Director and five members appointed by the Rector among the University faculty members who have studies related to the fields of activity of the Centre. The term of office of the members of the Board of Directors is three years and the members whose term expires can be reappointed. A new member is appointed to complete the remaining term in place of the members who leave office before the end of their term or who are assigned outside the University for more than six months.

(2) The Board of Directors convenes at least twice a year upon the invitation of the Director by absolute majority and decisions are taken by majority vote. The membership of a member who fails to attend the Board of Directors meeting three times in a row without permission or excuse is terminated by the decision of the Board of Directors.

Duties of the Board of Directors

ARTICLE 11- (1) The duties of the Board of Directors are as follows:

a) To determine the working principles regarding the activities to be carried out by the Centre.

b) To take the necessary decisions for the Centre to work and develop in accordance with its purpose and to carry out the services without interruption, and to supervise the activities carried out when necessary.

c) To discuss the annual activity reports of the Centre and to take decisions regarding the activities of the following year.

ç) To discuss and decide on other issues to be determined by the Director.

Advisory Board

ARTICLE 12- (1) The Advisory Board consists of a maximum of fifteen members appointed by the Rector for a period of three years from among the faculty members and/or members of the University, public institutions and organisations and private sector organisations who have studies related to the fields of activity of the Centre, under the chairmanship of the Director. The Advisory Board convenes at least once a year upon the call of the Director.

Duties of the Advisory Board

ARTICLE 13- (1) The duties of the Advisory Board are as follows:

a) To evaluate long-term scientific and administrative plans and make recommendations to the Board of Directors.

b) To evaluate and make recommendations regarding the activities of the Centre.

SECTION FOUR

Miscellaneous and Final Provisions

Staffing needs

ARTICLE 14- (1) The academic, technical and administrative personnel needs of the Centre are met by the personnel assigned by the Rector in accordance with Article 13 of the Law No. 2547.

Cases where there is no provision

ARTICLE 15- (1) In cases where there are no provisions in this Regulation, the provisions of the relevant legislation and the decisions of the Senate are applied.

Repealed Regulation

ARTICLE 16- (1) The Regulation on Dokuz Eylül University Izmir Province Strategic Planning, Governance, Research and Application Centre published in the Official Gazette dated 28/6/2005 and numbered 25859 has been repealed.

Effectiveness

ARTICLE 17- (1) This Regulation shall enter into force on the date of its publication.

Execution

ARTICLE 18- (1) The provisions of this Bylaw shall be executed by the Rector of Dokuz Eylül University.
